For a lot of people that wanna use Serum and other heavier VSTs, I think they would say it's pretty unuseable, unless you're bouncing (exporting? rendering to audio?) you patterns all the time for the heavier synths, which I think can be a hassle, but some people actually prefer doing that.
To me, that's enough for making music, but the processor was almost at max most of the time (if I lowered the oversampling on Sylenth I'm sure I would be able to use more Sylenth instances or VST effects, gonna try that today).

In my tests, I was able to run 4 Sylenth1 instances with 2x oversampling and a few VST effects for each, plus a simple beat with 4 sampler channels for the drums. Since most Chromebooks have really simple (shitty) Celeron processors with only two cores, you can't really run many VSTs, or heavier stuff. Other than lagging a lot when using VSTs with heavier graphics, I think you can expect pretty much the same performance as the same processor running on Windows or Mac, I think.
